Support for baselines and anomalies configuration

Stack Monitoring now supports baselines and anomalies configuration. Besides out-of-the-box resource types, which have anomaly detection enabled on some select metrics by default, anomaly detection can now be enabled on additional metrics and custom resources manually in the UI.
