Terraform version 1.0.2 is now the default Terraform version included in Cloud Shell

Changes from the previous Terraform version installed in Cloud Shell (0.13.5) are documented in the Terraform release notes. If you need to continue using a previous version of Terraform, you can manually download the binary. For example, to use v0.13.5 you would download https://releases.hashicorp.com/terraform/0.13.5/terraform_0.13.5_linux_amd64.zip.
