Management station improvements and new software sources

This release includes the following enhancements:
- Enhanced management station mirroring to include software sources used in profiles. See Understanding Mirror Syncing.
- Enhanced management station registration to automatically attach its required vendor software sources.
- Reduced the number of management station work requests.
- Added software sources for Oracle Cloud Native Environment 1.9 for Oracle Linux 8 and 9.
- Improved the error messages for Ksplice update failures.
- Added policy variables to improve role-based permissions.
- Improved the Console interface for advisories and updates.
This release includes the following bug fixes:
- Fixed an issue with updating the management station proxy and mirror listening ports.
- Fixed an issue preventing custom software source creation from some package lists.
- Fixed an issue that allowed software sources in a failed, updating, or creating state to be added to a group.
- Fixed an issue causing duplicate packages to show in the list of available packages.
- Fixed an issue with enhancement update installation on Oracle Linux 7.
- Fixed an issue with deleting scheduled jobs.
