Creates a new QueueAdminClient. Notes: If a config is not specified, then the global OCI.config will be used.
This client is not thread-safe
Either a region or an endpoint must be specified. If an endpoint is specified, it will be used instead of the region. A region may be specified in the config or via or the region parameter. If specified in both, then the region parameter will be used.

Deletes all messages present in the queue or in the specified consumer group, or deletes all the messages in the specific channel at the time of invocation. Only one concurrent purge operation is supported for any given queue. However multiple concurrent purge operations are supported for different queues.
