Introducing Service Monitoring Insight View

This new application page provides performance and availability metrics curated from the existing trace and metrics data. It shows aggregated data for all monitored services and a drilldown to a second page that provides data for individual services. Service Monitoring is the first of several insight views that will be rolling out over near future.
