Autonomous Database on Dedicated cloud infrastructure: Fractional OCPU and GB storage

Create Autonomous Databases that use less than 1 OCPU by assigning a fractional unit from 0.1 to 0.9. You can also now provision as little as 32GB of storage per database on dedicated cloud Exadata infrastructure.
