Valkey 8.1 cache engine version

Valkey 8.1 is now available as a cache engine version in OCI Cache. Valkey 8.1 supports the JSON data type and vector similarity search through the JSON and valkey-search modules. We recommend using Valkey 8.1 for new deployments because it includes updated features and performance improvements.
